A Closer Look at the West Carson Transit Oriented District

And the prime south Los Angeles County area will be all the better for it, from more engaging and vibrant places and conveniently integrated uses and activities to the all-important stimulation of future investment.

CGI+ Real Estate Investment Strategies is proud to kick things off at the West Carson TOD with the largest multifamily community ever developed within Los Angeles’s 17-square mile South Bay submarket. Located adjacent to The Harbor/UCLA Medical Center in Torrance, Calif., the 525-unit, $250 million development is scheduled to break ground later this year with construction completion in 2025. The CGI+ project supports a key transit-oriented plan priority: facilitating the growth of higher density housing and mixed uses surrounding existing major commercial, employment and civic activity nodes.

The West Carson TOD Specific Plan (Specific Plan) will guide future transit-oriented development to create a distinct identity; improve connections and access for all users; and improve the safety, economic vitality and overall quality of life for the West Carson community, which encompasses 2.3 square miles of land and is bounded by Interstate 110 along its eastern edge. Other key TOD priorities include increasing walking, bicycling and transit ridership to reduce vehicle miles traveled, facilitating the public investment of infrastructure improvements and streamlining the environmental review process for future infill development projects.

More than one fifth (22 percent) of the project area contains the Harbor-UCLA Medical Center, a major employment center that draws people from across the entire Los Angeles MSA. Its 70 primary and specialty-care clinics are staffed by more than 4,000 employees and supported by an annual operating budget of approximately $677 million. The TOD is also home to the Los Angeles Biomedical Research Institute, one of the largest independent, not-for-profit biomedical research institutes in the United States. In addition to healthcare (19.8 percent), construction (10.9 percent), wholesale trade (10.8 percent) and accommodation and food services (9.8 percent) accounted for 51.3 percent of all jobs in the area.
